The Roundtable on Urban Living Environment Research (RULER) includes leading experts in population health measurement from a variety of disciplines and sectors. The Roundtable is charged with the tasks of reviewing existing methods of measurement, identifying gaps and recommending elements critical to meaningful measurement necessary to assess and evaluate population health with a focus on informal settlements (or slums). Some topics to address include definition of urban informal settlement boundaries (geographic and social), identification of core census items, determination of key elements of vital statistics systems, comparative review of burden of disease and measurement of health, classification of population based amenities, and innovative measurement of local governance for health. Additional topics include the functioning and program planning of city health departments in the developing world and methods of intra-city analysis.
